Use events and portlets to render contextual help widgets

Motivation

Quite a bit of documentation exists for eduCommons, but it is not always easily found by users. This is an attempt to integrate relevant documentation within eduCommons itself.

Proposal

Use events and portlets to render contextual help widgets, so appropriate how to documentation appears when users are on certain pages of eduCommons (editing a course, viewing the course contents, publishing a course, etc.)

Risks

internationalization of help content into other languages will become a larger task than it already is. This is especially problematic if translations are received after a final release, since that translated content will have to wait until the next release. It would be very helpful to look into ways of easily adding/updating i18n content without having to access the filesystem directly. Comments?
